This miscellaneous collection of materials contains two poems by Barker; one letter written by Barker in 1815; a letter from Edmond Charles Genet (1763-1834) to Barker's father, John Barker ( -1818), written on Genet's arrival in Philadelphia in 1793; and other miscellaneous documents and newspaper clippings. The oversize folder contains a document from Thomas Mifflin, Governor of Pennsylvania, to John Barker commissioning him "... Lieutenant Colonel of the Second Regiment of the Philadelphia City Brigade of the Militia of the Commonwealth of Pennsylvania. ...," dated 2 June 1794.

In 1793, he was appointed as France's minister plenipotentiary to the United States, but his political activities caused the American government to demand his replacement.
